West Wareham Walmart receives sewer permit

Store commits $250,000 to Wareham for sewer studies, safety equipment

Selectmen, acting in their capacity as Sewer Commissioners, approved a sewer permit for the proposed Walmart in West Wareham at their Tuesday, Feb. 12, meeting.

This is one of the last hurdles the retail giant must get over before it breaks ground at the new location.

The A.D. Makepeace Company took issue with the proposed relocation, as it has invested $500,000 in sewer upgrades to accommodate expansion at its Rosebrook Business Park, located nearby on Route 28.

Water Pollution Control Facility Director Guy Campinha has maintained at earlier Selectmen meetings that the Springborn pumping station can handle the extra 10,000 gallons expected to flow from the store.

The board held off on approving the sewer permit until a deal could be worked out between the A.D. Makepeace Company and Walmart.

Selectmen Chair Steve Holmes reiterated the importance of the sewer capacity issue: “The 10,000 gallons is for Walmart, no sub-tenants.”

Matt Smith of Bohler Engineering was representing Walmart, and said that while Walmart does lease space inside the building to other vendors, the pumping station would service just the one building.

Under the agreement, Walmart must place $100,000 into escrow account within 30 days of the sewer permit being issued, which will be released when the retailer provides the town with a certificate of occupancy.

In addition, Walmart will give the town $50,000 to be used for sewer-related inflow and infiltration studies.

Another $200,000 from Walmart will be put toward purchasing an ambulance or other safety equipment for the town.

If the sewer connection is not made within two years, Walmart may apply for a one-year extension, or go through the entire permitting process again.

The East Wareham Walmart will be shut down, as that store model is being phased out in favor of a larger “Supercenter” model, which will offer groceries, Walmart officials say.

The new, 160,000-square-foot store will be located at a 26-acre lot near the corner of Tobey Road and Route 28.

Walmart currently owns its East Wareham location, but cannot sell operate as a supermarket there, due to a restriction on the property because of its proximity to Stop & Shop.
