Tobey Road liquor store raises traffic concerns for Planning Board

The developers of a proposed liquor store in West Wareham were told that before construction can begin they must address traffic concerns.

The store's owner, Cape Cod-based Patriot Spirits, Inc., earned permission to move the shop earlier this year to 16-18 Tobey Road, where a new store would be built. Additionally, it would open under a new name, Liquor ’N More.

On Monday, a Patriot Spirits, Inc. representative appeared before the Planning Board seeking approval for the store's design plans. The project calls for demolishing four buildings on the .7-acre lot, located across the street from Walmart.

This summer, Selectmen approved a liquor license transfer request for RoseBrook Wine & Spirits. The store was located in a 2,900-square-foot space at 20 Rosebrook Place.

At the public hearing on Monday, Planning Board member Marc Bianco said he was worried about more traffic in an already busy area. Patriot Spirits partner Rob Chamberlain disagreed, saying he anticipates people already shopping at the nearby ALDI supermarket and Walmart will stop in the liquor store. Bianco also recommended a traffic impact assessment be done.

The impact of the liquor store on traffic would likely be minor, Chamberlain said.

"I don't think what we're proposing is outlandish, quite frankly," he said. "I think it's a very modest use of the property."

The move marks the second time in three years the license was transferred to a different location. The A.D. Makepeace Co. previously held the license. When they opened the mixed-use development RoseBrook Place on Cranberry Highway, the liquor license was transferred and the store opened as RoseBrook Wine & Spirits with a new owner.

Selectmen granted approval for the Tobey Road move after expressing doubts about adding a store to an area already home to two liquor stores, including a large one, Wines & More, and a family-owned operation, Anchor Liquors.

The building itself will be one story, with a sales floor of 3,700 square feet.

"We like to think it looks better than what's around us," Chamberlain said of the proposed building.

There will be 24 parking spots at the store and construction is expected to take six months.

Planning Board members asked Chamberlain to have a conversation with the residents on the road before returning to the board on March 26.

Do the buildings to be demolished include the old Nissen Bread place and the old Wareham Pharmacy?

WBTS - I believe the package store will be located on Tobey Road where their are currently two houses standing that were purchased and will be demolished .  It would be nice to see something done with the those two properties on Cranberry Highway.  Such an eyesore!!!!

this own has given this company so much trouble it's ridiculous. First the selectmen and now the planning board. You wonder why business don't want to move to Wareham. They are not only blocking the business but the people who own those two properties who would like to sell them and no one else would want to buy them. I'm sure they would like this business built before summer.

Here we go again, approve all those businesses, and this store with some exceptions will be grabbing the same customer base and our Planning Board puts up road blocks.  Now their worried about traffic? After all the other approvals ? And you wonder why businesses avoid Wareham. Can you say Baypointe?

Anything that gets rid of four old buildings and replaces them with one nice attractive new building is a huge home run for Wareham!  Who's not tired of how ugly our beautiful town appears due to the amount of old, unmaintained, and dilapidated structures along our major roads?


It's not an additional liquor store so there's no issue with that.  Traffic...really?   It's in a shopping area.  It will be fine.  Seems like Marc Bianco is being a bit too much.  Maybe he thinks his stance will get him more votes in the upcoming election?


What a painful way to conduct business.  Shouldn't the left hand know what the right hand is doing?  The Selectman approved it in the Fall but the Planning Board just put it off on them.  That's kinda sucky.  Sorta like as a kid when Dad said yes and then Mom said no...

thanks for the info. Is marc the one who put all the roadblocks for bay pointe. They approved Aldis without a traffic report, they approved Brownes,  ugly brown building ( which I think is against the building code)  did they they ask for a traffic report for marion rd?

I don't think he's been on the board long enough to have been involved with that.

Slavin, a six-year veteran of the board, is being challenged for his seat by Planning Board member Bianco.

If elected, Bianco said he’d focus on new business, education and infrastructure. Bianco’s town experience includes the Planning Board, where he has served for the last nine months and a stint on the Zoning Board of Appeals in the early 2000s. He’s lived in town for the past 25 years and is originally from the Berkshires.

Bianco said if elected he’d bring a “fresh set of eyes and ears” to the board. For Bianco, planning for the future is important.

“We need to take the 25,000-foot view, so to speak,” said Bianco. “And see where the town is going not only tomorrow, but ten years from now.”

traffic concerns SHOULD be 1 of the first things to be studied. We don' need more curb cuts that cause more traffic accidents. And we especially dont more of the same on 28. Design a street as pleasing and safe as you will we have so called drivers that do not pay attention.

It seems the only traffic problem here is the road block caused by the Planning Board.

Buisness brings employment and revenue to the town.

The Planning Board should step out of the road.

He was not involved in the Bay Pointe issue. I see he is running for Selectman. So he wants to promote business in Town, after the plaza is designed and built, and the Planning Board knew all these stores would be following Wal Mart, now they are worried about traffic??? And we wonder why we have difficulty attracting new business. And if he does not like the results of the study what is he going to do, shut down existing stores to cut down on traffic. If he thinks this will get him votes he better try something else.

First shopping carts, now traffic in the area of a busy,  establushed Walmart store.  Are some of our town officials on a power trip?  It appears  they feel they can jerk businesses around at their pleasure, costing the businesses extra legal fees and building costs.   Businesses bring in jobs, which in turn brings in revenue to the town--and you should work WITH the businesses to the extent possible.  God knows Wareham needs more revenue.  Wake up and look at the big picture!
