Liquor store's request to move postponed a third time

The third time was not the charm for RoseBrook Wine & Spirits, which is still attempting to receive permission from the Board of Selectmen to move to a new location.

RoseBrook Wine & Spirits’ representatives first asked Selectmen to approve a change of location for the their liquor license at the June 27 meeting, and the discussion was continued July 11. The store’s owner wants to move the liquor license to 16-19 Tobey Road, where a 7,000 square-foot building would be constructed and the store’s name would be changed to Liquor ‘N More. At Tuesday’s meeting, the board was still divided on whether to allow the store to change the license's location.

Some members of the board were hesitant because there are already several liquor stores nearby. Selectman Patrick Tropeano said he does not support the business’ move because he does not see a good reason it would benefit the town.

“It’s within our authority to not do this,” Tropeano said. “We can use any method of what we think is best for the town...not necessarily what’s best for the applicant or what’s best for some particular individual.”

Chair Peter Teitelbaum, another vote against the move, said another liquor store on Tobey Road is redundant.

“The area out there is adequately served by the stores that are there,” Teitelbaum said.

It would be the second time in three years that the license would move to a different location.

The A.D. Makepeace Company previously held the license, as it owned and operated Mill Pond Package Store at 2569 Cranberry Highway (the building currently houses The Bike Den).

When A.D. Makepeace opened its mixed-use development Rosebrook Place on Cranberry Highway near the intersection of I-195 and 495, it transferred the liquor license. The store opened as RoseBrook Wine & Spirits with a new owner.

Selectman Alan Slavin, however, was in support of granting RoseBrook’s request.

“There are no laws against competition between local retailers,” Slavin said. He compared the move to Walmart being moved to its current location near a large mall with lots of retailers.

"This country works on competition," Slavin said. "I don't think the board legally has the right to restrict where they can go."

RoseBrook Wine & Spirits representative Robert Chamberlain suggested the store would be willing to close during the period of construction of the new Liquor ‘N More location to allow the liquor license to be transferred more smoothly.

When the board was asked how they would vote after this concession, Selectman Judith Whiteside said she would change her vote to be in favor of granting RoseBrook’s request. Selectmen Teitelbaum and Tropeano said they would still vote no.

The board motioned to make its final vote at the Aug. 1 Selectmen meeting when the fifth member of the board, Selectman Anthony Scarsciotti, who was not present Tuesday, can be the tie-breaking vote.

THIS IS JUST SO WRONG!  TROPEANPO - KEEPING THIS LICENSE WHERE IT IS - HOW DOES THIS BENEFIT THE TOWN?  IF THEY DON'T GET APPROVED, WILL IT CLOSE?  WILL SOMEONE ELSE MOVE IN?  LET THEM MOVE!!  THESE PEOPLE ARE WILLING TO CLOSE DURING THE CONSTRUCTION!  THEY HAVE BENT OVER BACKWARDS  AND YOU LEAVE THEM HANGING.  SMH

I find all caps much less annoying than those helicopter posters who LIVE to whine about somebody using all caps.  Yelling is what what my loudmouth neighbors do.  It's aural.  Typing is visual.  Get a damn grip on a bit of reality.  Getting your tit in a wringer because someone else types differently than you is s-o-o-o-o last-century.

 

Btw, Linda is right.

 

Btw, btw is shorthand for "by the way".  We started using it last century.  It's often typed BTW--all caps, you'll notice.

Some town officials get a little whiff of power and they become carried away with themselves. What difference does this location change make to anybody except the people trying to do it? Seems typical of this town to start out with a big NO (yes, all caps) for just about any person that wants to legitimately run a business. Maybe when it's time to elect new selectmen people will remember how the incumbents handled things.

I, for one, am tired of reading about the roadblocks town officials manage to throw up on a personal whim. Who votes these windbags in?

Low level town officials with too much power. Same old story.

Five Liquor Stores or Fifty Five; its not the Selectman's responsibility to place limitations on free enterprise and commercial competition in our town. Everyone who votes needs to remember this ongoing scenario the next time we step into the polling-place !

TTTT~LAPTOP ON BED, I'M RIGHT HANDED, TYPING LAYING DOWN.  LEFT HAND ON PILLOW & ICE PACK SO IT'S EASIER IN ALL CAPS RATHER THAN TRYING TO CAPITALIZE THE START OF A NEW SENTENCE.  GOING TO TRY ALL SMALL LETTERS SINCE THIS STATIC.  BUT THIS TAKES AWAY FROM ME BEING UPSET WITH THE LIQUOR LICENSE AND ALSO THE BOARD OF HEALTH.  TOO MUCH POWER!

Is RoseBrook Wine and Spirits, in planning to change it's name to Liquor N More, accidentally assuming the name of an existing chain of liquor stores? Or has the Liquor N More chain of stores found a way to add a Wareham location without bringing a proposal for a new business before the town?

Andrea, they mentioned at the selectmens meeting that they do own other stores and they wanted this expansion so this store would be more like the other stores they owned.
